From the New York Times: By JESSICA BERTHOLD SEATTLE — The city’s police department has been under fire for months for its handling of protests, with some critics calling for its dismantling. But now, the Seattle City Council is weighing another option: reshaping the department by cutting the number of officers on the streets and redirecting the money to community-based services. The proposal, called the Community Safety and Health Amendment Act, would reduce the department’s $409 million budget by 50 percent over the next two years, while adding $100 million to community-based programs. The amendment would also require the Police Department to focus on community policing and allow for a greater emphasis on de-escalation and conflict resolution. The proposal, which still needs approval from the City Council, has sparked a debate about the role of police in Seattle. Some argue that the proposal, if approved, could be a model for other cities facing similar scrutiny over police practices.
